From a copy of the will in the Norfolk Archives :-

"This is the last will and testament of me William Ray Smee of No. 2 St Edmunds Terrace North Gate Regents Park Esquire After payment of all my just debts funeral and testamentary expenses I give devise and bequeath unto my wife Emma Morris Smee all my real and personal estate in Trust the half yearly interest thereof to belong to and to be the property of my said wife Emma Morris Smee for the term of her natural life or for so long as she remain single and unmarried and upon the death of the said Emma Morris Smee or upon her marriage the whole of the said real and personal estate do become the property of the Town & Corporation of Brighton in Trust for ever the half yearly interest thereof to be applied for the gradual formation of a public library of choice and carefully selected books to be open to all visitors and residents of Brighton & the neighbourhood within 5 miles The books belonging to the said library to be kept in a room appointed for the purpose in the Royal Pavilion one moiety of the said books to be History, Biography, Travels, the other moiety to be selected in accordance with the wants of the Town Council I hereby direct my Executrix to set apart GBP 500 three per cent (five hundred pounds) and sell the same immediately after my death proceeds to be for the use of the Town & Corporation of Brighton in the purchase of books in the way before mentioned to be the commencement of the said library to which I desire all my own books at St Edmunds Terrace or that I may hereafter purchase t be added together with my painting and engravings which I wish to be placed in such a manner that they can be seen and preserved but these paintings and engravings are to be kept by my said wife as long as she may think fit and I hereby appoint the said Emma Morris Smee Executrix of this my Will and direct and order all my shares in the Gresham Life Office in the Old Jewry to be sold immediately after the proving if this my Will and the proceeds invested in the 3 per cent Consols a witness my hand this 12th day of April 1867
